BOWLING FEDERATION

CONSTITUTION

1. TITLE

1.1. The Association shall be known as the “Huntingdonshire Bowling Federation”.

2. OBJECTS

2.1. The object of the association shall be to promote and foster the game of bowls at Club, County and National level.

2.2. To affiliate to and support the English Bowling Federation and its appointed officers. All games shall be played under Federation rules.

2.3. To adopt rules for the organization of the game, to control and manage competitions, championships and tournaments.

2.4. To promote friendly competition between clubs affiliated to the association.

2.5. To encourage players to a higher standard of play by organizing competitions, County and friendly games.

2.6. To appoint or act as arbitrators in cases of dispute.

3. MANAGEMENT

3.1. The general business of the association shall be transacted by an Executive Committee, a Delegates Council, Sub-Committees and a Dinner Committee.

3.2. The Executive Committee shall comprise the President, Deputy President, Junior Deputy President, Immediate Past President, Chairman, Assistant Chairman, Secretary, Assistant Secretary, Handbook Officer, Treasurer and assistant, Match Secretary and assistant, Indoor and Outdoor Competitions Secretaries and assistants, and the mangers of the Adams, Newton and Derbyshire teams. All the foregoing excepting the Immediate Past President are to be elected annually at the Annual General Meeting. (See Rule 9).

3.2.1. All communications to the Executive Committee shall be made to the County Secretary.

3.2.2. The Executive Committee shall be authorized to deal with all emergency matters.

3.2.3. All Executive and non-Executive officers named in this Constitution shall carry out the duties defined by their particular Terms of Reference laid down in the Officers’ Handbook.

3.3. A Delegates Council shall comprise the Executive Committee, Life Members and two delegates from each affiliated club. Such delegates shall represent only that club during the ensuing year. Names of delegates shall be sent to the County Secretary on election.

3.3.1. A quorum of 10 club delegates is necessary to hold a Delegates Council Meeting excluding the Executive Committee and Life Members unless they are also club delegates.

3.3.2. The Council shall meet twice annually on the second Friday in March and September

3.3.3. All communications to the Council shall be made to the County Secretary.

3.3.4. The President and County Secretary shall have the power to call Delegate Council meetings at any time in the year. The County Secretary shall convene these meetings and issue an agenda.

3.4. Sub-Committees. The following sub-committee shall be elected annually at the Annual General Meeting. Each sub-committee shall elect its own chairman.

3.4.1. The Competitions Committee is to consist of the Competition and Assistant Competition Secretaries and 3 other members, of whom one of the 3 is to be elected the sub-committee chairman. The committee is to deal with all matters relevant to county competitions and will review the circumstances of any dispute or infringement of the Rules or Laws Of the Game. The Committee will decide the action to be taken in accordance with EBF National or County policy. Its decisions shall be final.

All matters concerning competitions shall be made to the Competition Secretary.

3.4.2. Greens inspections. All communications regarding testing of greens or rinks shall be made to the Competitions Secretary.

3.4.3. Dinner Committee to consist of the Presidents and County Secretaries of the Men’s and Women’s Associations. This committee shall have the power to co-opt.

3.4.4. The President, Chairman and County Secretary shall be entitled to attend ex-officio at all sub-committee meetings without the power to vote.

3.5 Team selection.

3.5.1. The Adams and Newton Trophy teams are to be selected by separate team managers for each team. The Derbyshire Trophy team is to be selected by a team manager who may also manage either of the other teams. Each team manager will be elected annually at the AGM and will carry out the duties described in the Officers’ Handbook.

3.5.2. If the Executive deems it necessary, the President may convene a Selection Committee to comprise the Adams, Newton and Derbyshire team managers, the Match Secretary and Assistant Match Secretary or as many of these as are in post at the time. The Executive Chairman shall chair the committee and Rule 3.4.4. shall apply.

3.5.3 Any winner of a County competition is expected to play for the County at least once in the year following such success.

3.5.4 Home matches in the Adams Trophy, shall at the discretion of the serving President be held at his club and all H.B.F. affiliated clubs which are able to provide Facilities shall be invited to host Newton Trophy matches – in any one season,

– The match secretary shall be responsible for making contact with clubs, agreeing dates and costs associated with such matches. If clubs are not able to accommodate up to three games in any one season, the Match Secretary shall have authority to make arrangements to ensure suitable greens are available. Details of allocation shall be agreed in the preceding season and announced at the County AGM.

 3.5.5. Match dress code for H.B.F. County games (Adams, Newton, Derbyshire & Eversley) shall be the approved team shirt with white trousers, socks and shoes. ONLY approved E B F shorts from the appointed supplier may be worn ( no other type of shorts are allowed) For full details see National Rule 7.21 and 7.21.1. Note also rule re wearing shirts and ties pre and post match. Players (male only) shall have the opportunity of wearing the County shirt for all National Finals.

4. MEMBERSHIP

4.1. Membership shall be open to all Bowling Clubs in the County of Huntingdon (1957). Other Bowling Clubs may be elected at the discretion of the Executive Committee.

4.2. Bowling Clubs wishing to affiliate should apply in writing to the Secretary who will submit applications to the Executive Committee for approval.

4.2.1 Clubs affiliated to the HBF should not accept as a member a player who is under exclusion by another EBF affiliated county. The county secretary will

advise clubs of persons who have been banned when details have been confirmed.

4.3 Honorary or Life Membership. Names of persons considered worthy are to be sent in writing to the County Secretary at least 28 days prior to the Annual General Meeting

He will in turn submit these nominations to the Executive Committee for approval. Those deemed to be worthy will be put to the Annual General Meeting for possible election.

4.4 Associate Membership shall be open to all persons not members of an affiliated Bowling Club but who come within the qualifications of Paragraph 4.1.

4.5. Vice Presidents. Any members of an affiliated Bowling Club, may, on payment of £2.00, become a Vice President and shall be deemed a Vice President for the period up to the next AGM. ( no longer active)

5. FINANCE

5.1 Accounts shall be made up to 30th September each year.

5.2. The accounts shall be audited by the Auditor elected at each Annual General Meeting.

5.3. An audited financial statement for the year’s activities shall be prepared by the Treasurer for presentation at the AGM.

5.4. All subscriptions and fees payable to the Association shall be fixed by the Executive Committee and shall be notified to the AGM, and shall be payable on or before the 31st December each year.

5.5. The association shall pay to the English Bowling Federation such fees, subscriptions and levies, as the National Executive Committee shall decide.

5.6. Every player should purchase a current English Bowling Federation rulebook .

5.7 Every player entering a county championship competition must purchase a County Handbook in every year of entry, the cost to be added to and accompany the entrance fee.

5.8 Each affiliated Bowling Club shall receive one County and one English Bowling Federation Handbooks at cost price.

 5.9. The association bank is the HSBC and cheques shall bear the signatures

of two of the following: Treasurer, County Secretary or Chairman.

5.10 Honoraria are to be decided annually at the AGM based on recommendations of the Executive.

6. ANNUAL GENERAL MEETING (AGM)

6.1 The Annual General Meeting shall be held on the second Thursday in November.

6.2 The County Secretary will notify all affiliated clubs, life members and associates, at least 21 days prior to the date, of the start time and venue of the Annual General Meeting. He will also provide an agenda.

6.3 Members of the Federation may attend the AGM and take part in all discussions but only two representatives from each affiliated Bowling Club are permitted to vote.

6.4 Representatives of affiliated Bowling Clubs must be in a position to speak on behalf of any motion submitted by their Club. Failure to do so will negate the motion. Notice of motions, alterations or additions to rules must be in the hands of the County Secretary 28 days prior to the AGM for inclusion in the agenda.

7. EXTRAORDINARY MEETINGS

7.1. An extraordinary Meeting shall be called by the County Secretary when requested by the Executive Committee or the Council or on receipt of a notice of motion by at least 25 per cent of the affiliated clubs. Such meetings shall deal only with the business for which they have been called. The Executive Committee has the right to decide the validity of any request.

8. COUNTY SECRETARY

8.1. The County Secretary shall keep records of all Executive Committee, Delegate Council, Sub-Committee, Extra-Ordinary Meetings and Annual General Meetings of the Federation.

8.2. At each AGM he shall submit a report on the year’s activities.

9. PRESIDENTS.

9.1. Each year at the County AGM, the President, Deputy President and Junior Deputy President shall automatically be elected to serve for the following year as Immediate Past President, President and Deputy President respectively and the existing Immediate Past President shall stand down.

9.2 Each affiliated club shall be allocated a prefix letter to be shown in the County Handbook each year. One club shall have the right to nominate a candidate for Junior Deputy President from their club and this right shall rotate from club to club yearly in the alphabetical order of their prefix letter. All affiliated clubs shall be notified not less than 21 days before the AGM of the name of the candidate and his nominating club.

9.3 The club must propose their candidate at the A.G.M; the candidate must be seconded from the floor and shall be present, ready to take up his position immediately upon election.

9.4 If a club has the right to nominate under 9.2 but cannot put forward a candidate, the right to nominate shall pass to the next club or clubs in alphabetical order of prefix letter until a candidate is put forward.

9.5 If further clubs become affiliated to the Huntingdonshire Bowling Federation, each newly affiliated club will be allocated the prefix letter immediately preceding that of the existing Junior Deputy President’s club. If that necessitates changing the prefix letter of a club or clubs, such alteration is to be made at the AGM

10. BADGES AND FLASHES

10.1. A player who has represented the Huntingdonshire Bowling Federation in six inter-County matches of any category and any unbadged winner of a County competition shall be entitled to wear the County badge following attendance and playing at E.B.F. National Finals.

10.2 Once a player has played six matches in the Adams Trophy he shall be entitled to wear an Adams Trophy flash below his County badge.

10.3. Once a player has played six matches in the Newton Trophy he shall be entitled to wear a Newton Trophy flash below his County badge. If the six matches comprise a combination of Newton and Adams Trophy matches, the Adams Trophy matches shall count towards a Newton Trophy flash.

10.4 Once a player has played Six matches in the Derbyshire Trophy he shall be entitled to wear a Derbyshire Trophy flash below his County badge.

10.5 Once a player has played six matches in the Reg Wright Trophy he/she shall be entitled to wear a Reg Wright Trophy flash below his/her County Badge.

10.6. County badges after qualification as 10.1, plus Adams, Newton and Derbyshire and Reg Wright flashes (as appropriate) will be awarded free of charge. Badged and Unbadged County competition winners representing Huntingdonshire in the National finals shall be awarded National brooches and year bars with County badge (if applicable) free of charge.

10.7. All elected County Executive Officers shall be entitled to wear a County badge together with the appropriate flash of their office.

11 ALTERATION

11.1. No proposal for alteration of the Constitution shall have been deemed to be passed unless two thirds of the votes cast at an AGM shall be in favour.
